City Commissioner Randy Leonard says the embattled Portland mayor left him a message this morning saying he's not resigning his job in the wake of a sex scandal. And Commissioner Nick Fish said Adams told him the same thing.

Leonard, who would temporarily become mayor should Adams step down, said he could not believe it.

"I think we're living in a fairly sane city that is caught up in some very crazy antics," he said. "I do not understand what he is possibly thinking at this point."

Fish spoke to Adams sometime between 8 and 9 a.m.

"It was very short. I was half-asleep," Fish said. "He said he was going to be making an announcement and appreciated the fact that he would have the opportunity to have due process. I said I looked forward to getting back to work."
