The Portland Parks free summer programs dodged a budget bullet this spring—the bureau's initial budget called for cutting back significantly on the free summer events in Portland's parks. But various agencies dug up funding and now the programs are back online, including 72,000 free meals the city doles out to kids who get free school lunch from September to June.
