In an officer-involved shooting that a Portland police spokesman described as "incredibly unique," a man at North Portland's New Columbia was sent to the hospital Tuesday night after a shootout with Washington County tactical officers who were helping Portland gang detectives serve a search warrant at a nearby house.

KGW reported the man's injuries weren't life-threatening. None of the police officers involved were injured. Portland Sergeant Pete Simpson said it wasn't clear why shots were traded—or whether the man who was hit shot first or was returning fire.

Simpson didn't have many details when he spoke to reporters just in time for the top of the TV stations' 11 pm newscasts. He said only that gang detectives—backed by a tactical team from Washington County (Portland's SERT team is out of town for training)—were approaching a house near North Woolsey and Fiske about 9:30 or 9:40 last night before the surprise altercation at a house "in close proximity." Two women out walking their dog on North Haven told me they heard five or six shots.

"Frankly, they are completely unrelated," Simpson said of the shooting and the warrant. But "it's not clear why that happened. It'll be a long night of sorting things out."

Update 7:44 AM: Police have released a longer statement on what happened last night (it's after the cut). The man who was shot was last listed in serious condition, and detectives still say they haven't found any connection between the shooting and the warrant.//

The officer-involved shooting is the second in Portland in 2012. In January, two Portland officers shot at and killed a suicidal man who waved a toy gun when they tried to talk him down from the top of a downtown parking garage.

Simpson said detectives eventually served the warrant at the house they intended to visit, once officers made sure no one else was in the house involved in the shooting. It seems likely the warrant was related to a gang shooting on North Woolsey on Sunday.

On Tuesday March 13, 2012, at approximately 10:00 p.m., an officer-involved shooting occurred in the 9500 block of North Woolsey Avenue. Members of the Washington County Sheriff's Office Tactical Negotiation Team (TNT) were assisting Portland Police Bureau Gang Enforcement Team Detectives by serving a search warrant related to a robbery and shooting that occurred on Sunday March 11, 2012.

Sunday's shooting occurred at approximately 11:17 p.m., outside a residence in the 9600 block of North Woolsey Avenue. The victim, 20-year-old Jose Monroy, was shot by a black male during an apparent robbery. The shooting was not initially believed to be gang-related but additional information uncovered by investigators led them to believe that the suspects might be gang associates.

Gang Enforcement Team detectives began immediately investigating the shooting and they developed information resulting in arrest warrants for the two suspects: 20-year-old Anthony Bagsby and 16-year-old Cocoa Taplin. Additionally, the detectives obtained a search warrant for a residence in the 9500 block of North Woolsey Avenue.

Taplin was taken into custody by officers in the neighborhood near the residence. Bagsby remained inside the residence. Due to the high risk nature of the search warrant, the tactical team was requested to serve the warrant. Due to the Portland Police Bureau's Special Emergency Reaction Team (SERT) being unavailable due to training, the Washington County Sheriff's Office TNT responded to assist in the search warrant service.

As TNT members were on foot approaching the search warrant location, they were confronted by a 31-year-old male suspect armed with a handgun and an exchange of gunfire occurred, resulting in the man suffering a gunshot wound. The suspect emerged from an unrelated address to the search warrant location and at this time it does not appear that he has any connection to the search warrant location.

The suspect was transported to an area hospital where he was last reported to be in serious condition.

TNT members were able to secure the location of the shooting, and then continue to the original location to serve the search warrant. Bagsby was located at the residence and taken into custody. A subsequent search of the residence located a handgun investigators believe was used during Sunday's robbery and shooting.

20-year-old Anthony Bagsby was booked into the Multnomah County Jail for Attempted Murder, Assault in the First Degree and Robbery in the First Degree.

16-year-old Cocoa Taplin was booked into the Donald E. Long Juvenile Detention Home for Attempted Murder, Assault in the First Degree and Robbery in the First Degree.

Detectives from the Portland Police Bureau's Homicide Detail are investigating the circumstances of the officer-involved shooting.

No additional details on the officer-involved shooting can be released at this time.
