I know the city is predominately causcasian, but I rarely see any minorities sitting on the sidewalk with a cardboard sign, asking for change. Is this common in other places? I'm just curious and think it is odd that only caucasians are bumming for money. If anyone working in social justice in Portland has an answer I'd appreciate it.
