I would first ban all cars east of the 405 and west of the river except for a few rivercrossing routes. But those routes would be subject to random parades of coffins holding symbolic pedestrians and squirrels. In the middle of Pioneer Square we would erect a flaming automobile with a family of skeletons inside it to symbolize our welcoming of the revolution. All car companies within the city would be taxed and with the money hundreds of new buses would be pressed into service to serve the rest of Portland until a permanent train network could be laid out. Reactionary bike-assaulters would be executed by firing squad. Free bikes will be issued through the Lending-Bikery but bike thieves would be put in the stocks. All Trimet ticket officers would be liquidated.
