So far only 33% of Multnomah county has been counted, but most of red state rural Oregon is counted. If the trend in Portland continues then measure 61 did go down in flames, and Merkley beat Smith by a wide margin.
It doesn't even matter if Measure 61 wins or not, because the Oregon State Legislature already set us all up for the fall with measure 57. Instead of concentrating resources and manpower on a campaign to shut down Measure 61, the Legislature offers up a watered down version in the form of Measure 57. This completely deflated all possibility of dodging the "mandatory minimums" bullet, preserving the independence of our judiciary, and avoiding a state corrections budget crisis.
