Jeff Morris of North Precinct - quoted in the Sentinel aritcle - and Jeri Williams with the Office of Neighborhood Involvement have said that the bulk of PDX prostitute activity is "negotiated" over craigslist. The two are not mutually exclusive, and point to just how widespread and resilient the world's oldest profession really is (to nobody's surprise).
What's most interesting is that prostitutes were pushed from Interstate out to 82nd in the early to mid-90s, after then-North Precinct Captain Tom Potter instituted "community policing" that got neighbors involved in the NoPo prostitution crackdown. Now, the reverse is happening, and it's come full circle.
