Cascadia operates a facility just of NW 23rd, in one of the most expensive neighborhoods in town. There's another right next to the 2121 Belmont project, and another in Irvington. Mental patients may get dumped on poor neighborhoods in Baltimore, but that sure as hell isn't the case in Portland.
The question is one of reward. Is there a substantial financial incentive for a civil rights attorney to sue the Clackamas County Commissioners in Federal court for violation of the ADA?
