I'm pretty sure the JCOS are prohibited (even if by "unwritten rules" and traditions) by applauding or showing any support for a specific initiative. I'm sure they stand and applaud the President's entrance and any generic statements ("God bless our troop,") but when it comes to a specific piece of legislation, you'll never see one of them applauding or doing anything else.
