That's what the bike lanes were like in Delhi - a bike stencil every hundred meters. But they weren't safe to bike on! There were taken over by a million motorcycles and tuk-tuks and cars. The only safe lanes were the cycle tracks (separated from the road by a small meridian).
We had a bike sharing program in Portland a while back, and it didn't work out so well. The bikes all seemed to eventually get destroyed, or ended up in the hands of the homeless/junkies. Still, it was fun while it lasted.
In addition to renting bikes to people during Ciclovia, Mexico City launched an actual bike sharing program last February. It works like Zipcar and has about 1,000 bikes all over the neighborhood I was staying in. Here's a link to help your debate: http://thecityfix.com/mexico-city-launches…
