Can we see a line-item budget report (or whatever), explaining why this operation costs so much money? Is it this expensive in the cities in South America (our model)?

I'll request a budget, but the bulk of the cost as far as I've heard is staff time and police overtime.

If the police presence is the source of the expense, let's reduce it. In past parkways, the police have served largely as crossing guards at the busier intersections. I know Portland Public Schools has trained a lot of six-year-olds to do this same job, so adult volunteers could probably handle it ...
