Sarah, could you educate me? Why do some initiatives need 82K sigs, and others need 110K?

Rabble: You need more signatures if your measure deals with the state constitution. Less if it simply deals with changing legislation, or the equivalent. Everything related to the lottery and gambling is part of the state constitution, for some reason.

So, to change the state constitution requires a better funded special interest group than to merely change the law.
