My understanding was that Billy Moore's shooting occurred a few blocks up, near the Boys and Girls club, not at McCoy Park. I live in the neighborhood and I have definitely found ways to avoid the park since the recent violence. It likely doesn't help that I just started watching 'The Wire' - it scares me to think that what's going on the show is quite likely going on in my hood.
Banning people from a public housing complex, which essentially is a ban by the property owner (in this case the housing authority) just doesn't seem the same as banning people from a public park.
However, cleaning up your neighborhood park, both literally as in cleaning up trash, and metaphorically, as in making sure that unwholesome types of people don't hang out there, is so important to making a community safe that I'm not sure I can really disagree.
