This is a minor point of correction, but: there is no intersection of SE 68th and Holgate, even though the address of the Church of Christ - Kern Park would suggest it (6828 SE Holgate).

Another correction - the state does not own Foster Rd. The city is the jurisdiction responsible for Foster. However, the state does have control over the process of changing the speed limit, and has some control in the area of Foster around the I-205 interchange. They state also has jurisdiction over state highways that pass through Portland like Powell Blvd (HWY 26) and 82nd Avenue (HWY 213).

What Mayor Adams was advocating for was a grassroots effort to support the city's request to give control of speed limits to local jurisdictions, and potentially to create a mechanism that allows the City to assume jurisdiction of streets like 82nd Avenue or Powell that requires the state funding that is allocated for the maintenance of those facilities to be transferred to the city as well. Because, right now, the city is willing to take on those streets, but really can't afford the cost of maintaining them, let alone bringing them up to city of Portland standards.

Another thing that might help would be if PPB got on the stick and enforced existing laws regarding crosswalks. As an example, I was nearly struck by a driver on a cell phone while I was in a marked crosswalk with a walk light as the driver turned from Se 82nd to Foster. After calling PPB and having them dispatch not one but two cruisers, the officers would even file a report at my request, let alone issue citations to the driver who was till on the scene. Then, I go in to file a complaint at 9:00 am this morning and at 11:30 finally throw my hands in the air in frustation. Under ORS 153.058 I am supposed to be able to file a complaint, but NO ONE at PPB had any idea on what steps to take. I am still waiting to hear fro either Chief Reese's or Mayor Adams office and won't hold my breath

I got to drive a hybrid last week with an advanced GSP system when the Arterial moved slower than 25 miles per hour it sent me onto the neighborhood street.

These new GSPs phone home and report on traffic automatically.

Back in the old days there were reasons why they went to 35 MPH alterials to keep people out of the neighborhoods.

This GSP also wanted me to go on bicycle streets because they moved quicker.

Traffic calming becomes traffic dispersal.
