The next question to ask is, "will officers be required to present pharmacy prescriptions to their supervisors or the PPB HR department?"

Then, "specifically what drugs have been included for screening in the agreed upon random drug tests?" A typical pre-employment test would probably not include screening for steroids.

The third question is, "what is the consequence, or series of consequences in place to present to officers who fail, or repeatedly fail a random drug test?"

Finally, "are officers with aberrant or unacceptable behaviors not connected to a random drug test also presented with consequences, or series of consequences which will alter their behaviors, and what in the point of view of the PPB are those behaviors and those available consequences?"

Also, will the testing be done internally, and what kind of transparency will the process entail?

Good questions, everyone! Answers from Steve Herron, the city's labor spokesman:

The testing will most likely be done by a third party administrator who will select a random group of police bureau employees monthly to test, running up to 660 tests per year.

They'll test for:
marijuana
cocaine
opiates
PCP
amphetamines

Notably, they're not testing for steroids. Herron says steroid tests are way more expensive than testing for other drugs—I still need to get the numbers on that.

Anyone who tests positive for alcohol, marijuana, or a prescription drug will be referred for evaluation and treatment and "the matter will be reviewed for a non termination punishment."

People who test positive for other drugs will be put on a punishment track that could end in firing.

The police do understand that the definition of random drug testing has changed over the years from what Hunter Stockton Thompson was taking about. "Dude you gotta get baked, ah just pick one, the drugs know what you need."
