Oh, there's going to be lawsuits either way. Either someone from Occupy will file suit for police brutality/infringement of free speech or the Tea Party/wackadoos/et al will sue for something regarding Sam's policy of "selective enforcement." The city will end up spending money both ways.

We will see if Sam treats all people in Poorland equally when the masses step up with the 'Occupy the Parade Route' movement in protest to the anti-duct taping laws.
