City Council does have the power to lower homelessness here in Portland much more effectively. He can monitor PDC and HAP funds that are supposed to go to affordable housing. The Headwaters debacle, where millions of dollars of affordable housing money was funneled to a project that only serves upper middle class people is just one example. It is clear to me that we will have to watchdog this ourselves. The City won't do it.
