Facing a budget shortfall, the city probably shouldn't have pushed so hard in trying to get the drug testing, review board, and expanded citizens oversight when they were negotiating the contract last winter. The union pretty much said yes to all the city's demands provided they get higher pay. The city should have taken the opposite approach and given in on all the non-financial things they were after and insisted on pay freezes and the like. But to the politicians it would sound like a failure if they walked away from the table without getting the increased oversight and drug testing. Now they get to reap what they sowed.
