Every year I look at the winners, and while I'm happy for any author who is fortunate enough to be published, I wish there was some sort of award that recognized books ON Oregon (non-fiction and fiction) published BY presses (small, university, etc.) in Oregon.

Of the list (above) - and this is pretty typical - only one publisher is local (Hawthorne) and only one book has any mention of Oregon in it (Sisters Brothers).

If all you have to be is an Oregon author writing about Laura Ingalls Wilder or Imperial Japan, it's not much of an Oregon award IMO.
