It's true! Sort of. They're probably trying to prevent Angel Wing which can happen when ducks or geese eat too much protein and sugar (sugar mostly found in breads that are fed to them). Their wings get all funny and they can't fly. The Wikipedia article also says the condition also may be genetic. Hence 'mutant', but really a potential genetic mutation.
