his 24 year old son on his family insurance now that coverage has been extended to 26.

One reason behind the slow & hesitant release of the health care act is due in part to the large amount of unhealthy people. The health care system first needs to educate people, particularly the youth, about preventive care. Make people feel guilty for being a pubic nuisance of poor health. Currant measures of public (un)health prove that a universal health care model would drain it's funds faster than incoming funds due to unhealthy folks leaching the system dry. Failure is partly due to consumption habits of the population.
