Well I did, and it is in fact, a regressive tax. Future City Council member Steve Novick also refers to it as a regressive tax.
$35 a head hits a greater share of wages if you are making close to minimum wages as opposed to what share it takes from a wealthy individual.

Much like the 'flat tax' that the wealthy trot out all the time as being fair.
This measure, while trying to fix a legitimate problem, is an extremely ineffecient way to garner additional taxes for schools.
