I REGULARLY SEE POLICE CRUISERS MAKE ILLEGAL TURNS, TURN WITHOUT SIGNALING, ETC. BUT CHARLIE HALES THINKS POTHOLES ARE THE CITY'S BIGGEST SAFETY ISSUE.
