As a cyclist in Portland for the past 6 1/2 years I can say with brutal truth: Nobody crashes into another person, let alone a cop, purposefully. The only exceptions being Tallbike Jousting and Minibike Mayhem on Alberta during Last Thursday.

So essentially the author is claiming that Officer Harris is lying with an extreme intent to cause suffering and/or harm to Stiffler.
