This is not the time to start a new business in Portland. The underemployed city cannot afford to support it. The only new businesses that are succeeding are the ones started by people who already have money, an existing successful business or major connections. It may be a time to plan, but don't go running to open your dream boutique yet. You will lose your shirt (sports bra).
