Seems to me they have this figured out pretty well, and perhaps are justified in declining.
Let's not forget what is spuring this whole thing along:
compare our water rates to just about anywhere and you'll see something has to be done about it.

Why would the referendumites want to show all their cards to the enemies? Let the crooks at City Hall read the ballot measure at the same time as the citizens get to see it. Actually, this is encouraging because it would seem as if the new district proponents have not yet been infiltrated by City Hall as the Portland Utility Review Board seems to have been. Of course, if a new district should emerge out of an election, it would only be a matter of time before it, too, becomes co-opted.
Having a new water district, along with the Portland Utility Review Board, the Portland Water Bureau, and the City Council, is like putting plastic seat covers over plastic seat covers, over plastic seat covers, over plastic seat covers.
How about just impeaching the entire City Council, and replacing them with intelligent, honest citizens?
