Someone needs to police the police.

The key to policing the police is consistency, and few politicians in Portland in recent memory (Vera Katz may be an exception) seem to have the stomach for simply maintaining what has already been built. The shiny object syndrome takes over, and most city councilors would rather build something new to try to make their mark in history.

Unfortunately, it appears that is also true of police chiefs. Inconsistency in application of discipline is generally what arbitrators find fault with the most.
