Good catch, Jimmy Carter. That police bureau report on drug crime in Portland says "law enforcement"—which includes the DVD—has a limited effect.

This senseless idea flies in the face of one obvious truth: making things illegal is an immediate precursor to them vanishing forever from the face of the earth.

Do you stop mowing the grass because it keeps growing? Do stop eating because you will need to eat again? Sometimes you just need to do maintenance in order to keep things from getting too far out of hand.

Or, like the Adams administration, you ignore maintenance and focus on the glamorous things that will leave a "legacy". I guess simple maintenance has become too tedious and untrendy.

This is not a personal attack but the last time I checked heroin is still very illegal. The laws enforcing its use and distribution are tougher than ever but there are just as many if not more heroin addicts than ever. I can't stand junkies and have never done heroin but the largest danger to them is getting heroin of unknown purity illegally from shady street vendors. You can put them in prison but there is plenty of heroin there smuggled in by corrupt guards.
