The initiative/referendum process is extremely stupid. It should be reserved for rare situations when elected representatives simply can't or won't deliver something the people overwhelmingly want. It should be a "break glass in case of broken government" kind of thing, thus very difficult to get something on the ballot.
When the bar to the ballot is too low, it basically exists as a tool for well-funded interests to perennially attempt an end run around the legislative process, and it allows legislators to duck the tough issues we elect them to evaluate and vote on.
