I think there may be a problem with semantics here. 86'd means to "get out and don't ever come back", as in "I can't go to that bar because I've been 86'd". Cut off means you can't have another drink here today, but you can come back tomorrow. In between these two scenarios are a thousand different possibilities. If I had cut someone off because I felt they had enough, that is my job as a bartender. Done correctly, it can add to your tip, or if they want to be a jerk about it, they may tip nothing and you know you were probably right to cut them off, but I would expect a tip. If I told them to get out and don't ever come back, forget about the tip.
