This is not uncommon on ANY block in Portland. Lots of tree, lots of birds, ideal climate. Last week I had a rental car for 3 days parked in NW, and each morning there was fresh bird shit on it. Your neighbor isn't somehow masterminding all of this, I assure you.
You already know that in this weather these guys only need what is around for them to be nourished. The bird lady is everywhere, but if she insist on feeding them, talk to her about the problem she is having.
Of course it draws squirrels and rats. Nasty scenario.
