After months of repeated threats to kill FBI agents and internet posts that he might become "another" Timothy McVeigh or Osama Bin Laden, the FBI arrested a man who was found curled up on the sidewalk outside of Portland's FBI office on Saturday with a fake gun and five-inch knife.

The man, 41-year-old Douglas Ivers, has claimed on internet forums, on Facebook, and in emails to the FBI, that the FBI or ATF implanted a "micro neurophonic transceiver" in his brain and he was being psychologically and sexually tortured by the feds through it. According to what he posted online and in emails he wrote to law enforcement (some were included in the criminal complaint), he became increasingly agitated in recent months because he said nobody would help him get the implant out of his brain.

"If I don't get these fucking things out of my head, Friday I am going off the rails and doing something to make everyone take notice," Ivers wrote in April on a "mind control" support website. In that post he threatened to kill FBI director James Comey if he came to the area. He also wrote: “The truth is that I feel like they are trying to Create another Timothy McVeigh, Ted Kazynski, DC sniper, Boston Bomber, Navy Yard shooter or even another Osama Bin Laden. There is no other option if they continue to destroy me. Friday is your deadline you federal pieces of trash. You either stop torturing me, or I will take steps of aggression towards you to make you stop!"

On a Portland-based site, he posted a 2,000-word account of his paranoia.

Ivers apparently regularly sent angry and erratic mass emails to law enforcement in Oregon and Washington about this. FBI agents met with him in May and he "was advised of mental health resources available to him prior to his departure."

More recently, he threatened to kill an Oregon State Trooper who is assigned to the FBI Portland Field Office's Joint Terrorism Task Force. Ivers had been in regular email contact with him in recent months.

On Friday, he posted images of a CT scan he took and wrote about how he was likely to be arrested by the FBI agent he had been emailing with, and that he was going to seek "political asylum" in Canada or Mexico.

On Saturday morning, Ivers called the Seattle FBI office from a payphone in Portland, telling the receptionist: "I am going to come down to the courthouse and take a gun and kill a random fucking field agent." Later that day, he was found by Portland-based agents curled up on a sidewalk in front of the FBI building, with a backpack holding a fake handgun, a five-inch knife, and a number of tools. He was interviewed by the FBI and then transported to a hospital for an evaluation.
