Another rigged RFP process by PBOT. We were one of the recipients of this RFP.
From the moment we saw the requirements of the company and the system PBOT asked for in their RFP, we knew it was for Passport. They just copied all the product requirement that Passport has in the RFP document. They probably had Passport write the RFP! There was no room for anyone to win this contract except Passport.
This is from a department who had done unethical conduct a few years ago with the purchase of the kiosks. This bureau is getting kickback and wasting taxpayers money. We could have implemented a better system at no cost to the City and saving $1.5million dollar of taxpayers money.
