if a homeless person has legal rites to their tent on public thoroughfairs, then so do private businesses. homelessness often rides the line between illegal and illegal and it should stay that way.

The police answer to this is a simple one. Place everybody in the encampment under arrest. Once somebody is under arrest you're allowed to search their property to ensure it's safe for transport. In this case Pippin would have been found to be resisting arrest by not coming out. Thus he'd have even more crimes on his record.
