The issue isn't so much whether R2DToo should sue, it's whether the City Council will hold the PDC accountable for signing an agreement that violates their ordinance.

PDC has been a rogue agency for so long that our Council has forgotten who's in charge.

Can't wait to see this place shut down, what a complete eyesore. And the stench is outright horrid. These people have no respect for laws or others. Move it to a parking lot or any other place? Why should someone who owns a parking lot be burdened with the lowest communist scum of society?
