Has bureaucratic sabotage been ruled out? The Powers That Be have long scuffled with the EPA about our Bull Run water supply, perhaps because Oregonians believe in its purity and resist adding chemicals. The Portland Water Bureau squandered public good will in a series of stupid moves, like spending too much for a faulty billing system and spending too much to fix the faulty system and diverting water payments to pay for unrelated items. They may think that Portland ratepayers will not take kindly to coughing up yet more kazillions for a new filtration system without an identified enemy like cryptosporidium to combat. AND/OR climate change has encouraged more prolific reproduction of the organisms. As we overpopulate and overdevelop land to accommodate the swelling tide of humans rendered redundant by our robot overlords, please bear in mind that Soylent Green is people.
