The 'former' owner of the dog likely didn't learn anything from this beyond his dog being absent. Many people don't take responsibility for themselves, and animals often are an extension of that. I'm not making this statement from any kind of ivory tower other than experience, and observation. That the dog's owner began screaming at you is demonstration of his mentality. By the way, little dogs DO have a problem with bicycles, (skateboards, push razors), but not because they 'think' they're evil, but likely because they're seen as an aggressive, fast moving animal to be chased. This in mind, my little dog is either held on leash, but mostly answers to my voice command. I know that if you do not take the time to train your dog, you shorten its lifespan. Your experience is an example as to how. I'm sorry you had to witness the dog's death, and truly sad that the dog was 'brought up' in such a chaotic environment that time, repetition, and expected behaviours weren't instilled in the dog. The owner failed his friend, then blamed you and others for it.
