At least they bagged it. In my neighborhood the dogs just crap and the owners leave...everywhere.

Some apartment buildings are testing the DNA of resident dogs in order to match up any thoughtlessly abandoned poop with the actual dog's owner, to fine them. That'd be a great citywide program, don't you think?
