It's completely unclear what PPS Employee is calling for. Some sort of coup d'etat to replace the administration? Otherwise it doesn't make sense to say that defeating the levy a levy to keep teachers in classrooms will prevent them from cutting "what they're already cutting," nor what choice voters have that will ensure funds are managed exactly the way this one employee is demanding they should be managed.
