If the City of Portland is serious about expanding cycling, the local and state governments need to establish the rules and responsibilities of cyclists.
In Los Angeles, a woman drove into a group bike ride (possibly deliberately), injuring 11 people -- one critically -- is confirmed to have been drunk and was reported by witnesses to have been talking on her cell phone.
Now if the guy on the respirator had only registered his bike, right?
