There are risks to living anywhere, in any building. These buildings have been around quite a long time as it is. I certainly wouldn't fear living in one.
Whether the City should be passing these laws itself I find questionable.

On the other hand, nothing like living a life of fear. Earthquakes, Tsunami's, or Meteors -- let's pass laws to protect us from them all.
