Maybe you can start by blaming the right people: Congress. They are the people that keep cutting the IRS's budget while expecting them to deal with the ridiculously complex ACA/Obamacare. The IRS shouldn't be in the health care regulation industry, but they are. So save your time, read the IRS publications and call your congress person.
