Already the City is on the hook for untold millions, billions perhaps ( thats you and me,folks..we ARE the City) in Willamette River Superfund Cleanup. Schnitzer and WWC assertations that the City has no RIGHT to interfere with what happens on the River in their boundaries is bogus at best. Truthfully, river dependant business on the North Reach ,especially Rivergate area get the benefits of the City with a reduced tax base, a special arrangement for providing services with reduced 'interference' of the City, all in the name of keeping family wage jobs.
Should Portand 'lose' a company that wants to take its right to pollute elsewhere, good riddance. In the long term,it would benefit Portland to be free of such scoundrels.
I wish the city would take the same attitudes on air pollution that it does on water pollution. Air pollution killed hundreds of people last year within city limits, where as the river didn't.
