How Counting Every Homeless Person in Portland Is Impossible

call me crazy, but isn't that number a little low? i did some quick checking and seattle has a homeless population of between 7,000 and 8,000. denver has a homeless population of between 9,000 and 10,000. is this number just counting people in portland proper who actually sleep on the streets (ie, not counting people who couch-surf, sleep in cars, etc)? 1,591 is certainly a lot of people, but denver isn't much bigger than portland and the climate there is less "homeless friendly" than it is here, so i would think that portland would at least have a count closer to denver's, if not, than higher?

the city i grew up in, sioux falls, sd, has a homeless population of about 800, that's roughly 1/2 the number given here and portland supposedly "leads the nation" in homelessness? i realize that's a proportional description but i feel like there's a lot of heads not being counted.
