Six Months In, Bud Clark Commons Offers a Lifeline for Homeless

I'm confused. In this article, Old Town business owner Howard Weiner seems like he gives 100% credit to the Bud Clark Commons for reducing drug dealers in Old Town: "What's happened is the success of the day center."

But the article directly above this, Denis makes it seem like Howard Weiner is crediting the new Drug Free Zones with reducing drug use in the same area: "I've seen a reduction."

Which one is it? Or could there be some unknown third variable? Drug supply? Food carts closing for the winter, reducing close by munchies? Alien overlords?
