I just want these so called neighborhood activists to know that I go to strip clubs only a couple of times a year, but I will be heading down to this place at least a couple of times just to help make sure that they make it even though they are being opposed by batshit crazy religious nuts.

Truth of the matter is that Casa Diablo has 37 crimes listed in police records for their NW address, the most recent of which is aggravated assault with a dangerous weapon. These were brought to the OLCC's attention by a room full of concerned neighbors who care enough about their safety to go to this hearing in the middle of a weekday. And everyone knows that crime that makes the police listings is only a fraction of what actually occurs. Neighbors have reported seeing people stumbling drunk get into their cars to drive away. A call to the police, if they aren't too busy responding to more important calls, arrive 5 minutes after the DWI has left.

"A few whiney neighbors" is actually 75 individuals who cared enough to write letters to the OLCC opposing the license...oh, and 3 neighborhood associations. Oh, and SE Uplift. Oh, also the support of the state senate majority leader. Oh, and the Portland Police and the City of Portland gave the Casa Diablo license application an "unfavorable rating". Whoever thinks party bars should be allowed to open anywhere they want should have to live in the apartment building across the street from this place.

Just amusing. OLCC is clearly in the business of granting licenses - not denying licenses - not policing licenses. The issue here is not strip club - it's Zukle and nuisance and crime from his current location.

A common sense approach (and an approach pursued by almost any true "licensing" agency) is NOT to ask neighbors and the potential licensee (not just any licensee by the way, but a licensee who rec'd a NO License recommendation from local law enforcement) to work out a set of restrictions on the license - the done deal license by the way - BUT instead to do their job as a licensing commission and say, "Mr. Zukle - we will correct the errors in our report. We will also INTERVIEW neighbors at your current location (should be part of any licensing report by the way). We will also touch base with local law enforcement. If you can be a good citizen for 6-months, 9-months, whatever THEN we will revisit your application."

And one more thing - why did the Portland Police recommend against granting a license if the area around Acropolis is a "dead zone" for crime? Truth is Portland Police recognize it's not a dead zone - plenty of complaints are called in, just never end up in police reports, thus no repercussions for owners of Blush or Acropolis and neighboring businesses and residents can't even find recourse with nuisance laws that would kick in after a certain number of filed police reports.
And there were no "hot feelings" either during or after the street protest. Johnny was passing out watermelon and everyone was holding up signs or just chatting. It was not a "clash" at all - just a friendly protest on both sides with Johnny being the whiny one talking about health care and employment - neither of which he offers at his current establishment.

Hey Johnny Zukle, NO means NO. Calling those 75+ neighbors and 3 neighborhood associations that they are just "a few whiny neighbors" shows that you're not willing to work with the neighborhood where you want to open your "club".

You're most concerned with creating one big fat job for yourself! Other than that you'll hire a few busboys, waiters, dancers..all minimum wage and give no long term job skills/growth potential, no health insurance. Oh, and don't forget about the employment taxes..oh that's right, the night clubs don't pay employment taxes!

Guess what Alex Zielinski, it appears that you lacked in fact finding for your article. In reality, the police report for Johnny Zukle's current club location in NW Portland lists 37 crimes (most recent 2/2/2012, including aggravated assault with dangerous weapon, larceny, traffic hit & run, vehicle vandalism, civil hold for detox, marijuana posession & use, disorderly conduct, etc, etc, etc...

The residential neigbors surrounding Acropolis, Blush and Casa Diablo have done more throough investigations since their reports often go unatttended to and the police show up 2 minutes after the drunk driver leaves the club.

Did you interview Johnny Zukle but neglect to interview any of the 75+ neighbors who are in opposition of this location for Zukle's club?

Actually, here area few more accurate points concerning clubs and related crime.

"B.J. Bushman at the University of Iowa cites numerous studies that report a strong relationship between alcohol intoxication and violent crime. S.E. Martin at the National Institutes of Health and P.W. Speer at Rutgers cite that alcohol outlet densities (how close together bars are located), are significantly related to violent crime rate and represent a form of “undesirable land use in urban neighborhoods”. Studies generally find that 40-50% of assailants were intoxicated at the time the violent crimes were committed."

Very interesting, this reminds me of the 5/3/2011 rape/robbery that occurred in Sellwood by a patron of Acropolis. The assault occurred approximately six hours after Jon Barry Ruby left the Acropolis, between 5 and 6:30 am that next morning. He had been in a fight with a dancer at the Acropolis and left angry as he roamed through the neighborhood. He was convicted of rape, sodomy, and burglary in that case, and sentenced on October 31, 2011, to over 20 years in prison.

Hey, econoline, it's your choice to be pathetic enough to spend all your money at a dingy club with vegan food, strippers who probably don't wear deodorant, and a childish owner like Johnny Zukle. But I'm pretty sure that your few lap dance fees will not help a club like this to stay open, if they even open at all.

He is causing enough trouble at his current club and the neighbors have every right to say NO to his crime club in their neighborhood. He won't even be paying payroll taxes to dances and he will be paying minimum wage to "employees".

An Acropolis patron even walked through Sellwood and invaded a woman's home to rape her. He's in jail now, and we don't want anymore alcohol related crime in the neighborhood.

Johnny, NO means NO. Sorry, you've ruined your business reputation at the NW Casa Diablo, and no one else wants all your club crime in their neighborhood.

Well actually Johnny, minority owner, (and the incredibly silent majority owner of your business - will she talk to us if we do have a meeting to reach a compromise?)..us whiny neighbors do have a horse in this race as patrons of the bars already there have totaled my car in an after hours hit and run that inhibited MY business as a free lancer who needs a car to work, found a housemate's stolen car in the parking lot of the A-Crop, have witnessed the public urination and public sex acts from patrons of those establishments, thus decreasing livability in MY neighborhood. And to reiterate, why is it never mentioned that Portland Police have recommended AGAINST this license? Really, they must have a good reason based on the current Club Diablo's history, but no mention of their recommendation was brought up to OLCC commission. I don't buy the statistic that SE McLoughlin is a "dead zone" for crime; we residents have just become accustomed to the fact that the understaffed Portland Police will not respond to what they consider "minor" crimes (when we called cops to report we had found the stolen car, with a new car stereo ripped out of someone else's car in the back seat, they basically said, guess you got a new car stereo...) no matter how it affects those of us who live in proximity to these establishments (and there are actually more than the three mentioned, but hey if you think it's hyperbole to call this a red light district, then let's just make a red light district and tax the shit out of it and lighten my tax load..) Note to econoline: none of the people I know in opposition to this club have any religious affiliation, have been institutionalized for batshit craziness, and don't think it's wrong to fight for peace and quiet and livability. Activism means we are engaged and care about our neighborhood, which obviously, you don't live in; and we accept the term activist with loving arms. But, if indeed Mr. Zukle does provide health care for his dancers, who must not be contract hires who pay to dance like at other clubs, I know a Rubenesque senior gal who needs health insurance and can still dance on the two and the four...oh wait, I eat meat....

Neighbors, you are grumpy about the Acropolis that was there before you. But if you want a solution, make Umatilla a dead end street at 24th, if you can convince your industrial neighbors, also there first. Get the light rail to pay for it.

IMBY, grumpy doesn't even begin to describe the emotions here. Angry just starts to get at it. But even if the Acropolis has been there forever, it does not give anyone the right to commit crime. This argument is made all the time and it rings hollow when it comes to the legal issues, but also when it comes to common decency and respect -- does anyone know what that is anymore? Nobody should have to live with the kind of crap that spills out of these party bars, I don't care if they moved in yesterday.

Blocking off Umatilla might keep some patrons from driving through the neighborhood after leaving the bar, but it isn't hard to figure out how to drive through the neighborhood to park behind the club in the first place. In fact, a dead-end street would present additional opportunities for people to party outside which would create even more of the same problem.

the real solution is to hold the clubs responsible for their patrons. And better hold the patrons responsible. Or better, head off the problems with adequate security. We'll see if adequate restrictions get put on Casa Diablo to keep crime down. Really the only thing that will keep crime from rising is to deny the new license.

Neighbors, you are stuck with Acropolis and you with them, Diablo is a red herring. Come up with specific proposals to ensure customers exit onto 99 only and stay out of your zone. You have fencing, surveillance, neighborhood watch, no parking/ neighborhood parking permit regulations, signals, traffic restrictions and a huge amount of MAX money and police focus on the station about to fall into your lap to implement it, if you can brain it out. So easily solvable unless your neighbors are the problem patrons...

Actually, years ago, as a restriction on renewing the license for The Crop, OLCC made them divert traffic directly to McLaughlin, rather than allowing cars to come up Umatilla. Those were the great quiet years...heavy sigh. Then OLCC decided they didn't want to be in the traffic control business. Now our city fathers in their finite wisdom,have made Umatilla a bikeway...more natural selection at work...

Econoline, are you a fucking idiot? I live in the neighborhood, and i could give a damn (would actually prefer) if a whorehouse was opened up south of the acropolis. My problem is not with a new strip club. My concern is with noise, parking spillover into the neighborhood, and idiots from the suburbs not caring about my neighborhood when they come to party. Its not a new stripclub that i'm "opposed" to. Its about having someone who runs a tight ship. The acropolis (in my eyes, i have neighbors who disagree) does a good job of this. Jonny diablo does not make a very good impression.

I ordinarily have no problem with strip clubs, but I feel great sympathy for these neighbors. Why should they have to watch the neighborhood get louder at night and property values go down? They are absolutely right, 3 clubs will turn the area into a destination for strip club hoppers. Zukle sounds selfish and sleazy. His "dream" of "over a year" really should not trump the dreams and decades of effort his 75 neighbors have put in, trying to have a peaceful area to live in.

Econoline, there has never been a mention of religious nuts anywhere, but apparently your little mind conjures up that conclusion. We could really care less about you and other people who are pathetic enough to spend money at clubs because you can't get dates, or have relationship issues, or see strippers/prostitutes as your only option for a little attention. What the neighbors DO care about is the crime and nuisance that increases due to these club patrons! They have no regard for the surrounding neighborhoods, and they leave drunk as they terrorize the neighborhoods at all hours of the night. Johnny Zukle has yet to answer for the long laundry list of crimes at his current NW club location. We will not let him and his alcohol related crimes & nuisance set up shop wherever they want!

Well, guess what? Many of those options you list are not even available for these neighborhoods. Why should we have parking permits to park in front of our own homes, and that will not even deter the club patrons from tresspassing, vomiting, urinating, yelling, being a nuisance in our front lawn. Oh, and the right turn only onto Highway 99? Go ask the owner of Blush Gentlemen's Club (Rami Makboul) why he took down that "right turn only" onto 99 sign? He does not care about the residential neighbors either, and he consistently has complaints against his club for nuisance and liquor law violations.

The point is NOT that neighbors should "learn to live with the clubs there". The point is that these clubs bring nothing but alcohol related crime, nuisance, decreased property value, and the neighbors have every right to object to the addition of yet more crime.

The residential neighbors are the ones paying taxes, the club owners do not even pay payroll taxes on all their "employees". They contribute nothing to these neighborhoods except for alcohol related crime and nuisance.

Let's keep to the facts.

If I were Diablo, I wouldn't agree to any controls that the Acropolis wasn't forced to observe too. It appears that the intent is to force all three businesses to close. What year did the Acropolis start business at this location? When were the apartments built on Umatilla?

The Diablo area is perfect for adult entertainment, it's surrounded by a moat, and then has a buffer of industrial buildings and a fortified easy to patrol highway, divided, and public transportation.

As for Blush, crime is not that bad there either according to Crime Mapper. Except it looks like you have a theft from auto problem.

Reading some of the comments, I wonder if neighbors of Blush have formed a "no adult businesses in Sellwood" temperance committee?

IMBY, there are many people who live in Sellwood-Westmoreland who oppose businesses (any business) that allow their own customers to vomit in neighbors' yards, trespass, urinate all over residential property, deal drugs near private homes, have sex in the park near private homes, and create nuisance near the business which emenates to surrounding neighborhoods.

If other businesses allowed these things, then they would be opposed to. But really, it seems to be these few nightclubs which create all the nuisance and do not control their patrons or employees (which they are responsible for under OLCC liquor license law).

Since they are creating alcohol-related nuisance and crime, they are opposed by the surrounding neighborhoods who have every right to oppose them! Simple as that..if you can understand it in simple terms.

Well, from reading the hearing notes, it sounds like he will need to agree to restrictions or forfeit the license. There is way too much crime listed at his current location in NW Portland, and the OLCC has to consider that if they would let him open in a new location. Obviously, his business is sure to negatively affect the neighborhoods.

Plus, there are much better ways to allow urban development than with clubs who pay minimum wage, attract less desirables, and have customers who usually leave the business drunk & speed down the highway.

It appears SOS Oregon, http://sosoregon.org/ and on Facebook is leading the charge against all adult businesses in Oregon, as they say "one neighborhood at a time", including Sellwood. If neighbors are having a crime problem, they should report it at the time, so it is supported by the public record.

IMBY, I've seen the PPDS crime list for Blush, Acropolis as well as Casa Diablo. We already know how many crimes are listed for Casa Diablo as someone else mentioned. The lists for Acropolis as well as Blush include assault, disorderly conduct, cocaine use, larceny, threats, commercial robbery with handgun, rape, traffic crash, DUII alcohol, fugitive, fraud of serices, traffic hit and run, and on and on and on, etc, etc.....

I guess you just missed all these "public records". And why are you mentioning SOS? They were not mentioned in the article above, but the article did mention 75+ Sellwood/Westmoreland neighbors & neighborhood associations who oppose the opening of Casa Diablo. All of those people are opposed to the increased crime that these clubs are perpetuating. There are no other businesses that are opposed to opening in the neighborhood, just the ones who create more crime.

Oh, and I'll mention one thing that is true about SOS. They are not against "adult businesses" but are against businesses who don't follow code, allow crime on their property and in surrounding neighborhoods, and who harass residential neighbors. Oh, and one specific club owner (Rami Makboul) threatened a lawsuit against SOS, residential neighbors, and the neighborhood association for merely reporting nuisance complaints for liquor law violations. His threats had no merit, since the neighbors did nothing wrong. Yet, he is in the wrong for using this harassment to intimidate people into not reporting the nuisance.

Yes, neighbors have every right to oppose businesses who perpetuate crime, alcohol related nuisance, and have a negative effect on the neighborhoood! They say NO to the crime from Casa Diablo.

IMBY, you are a joke. The residential neighbors who actually live there & pay taxes are not "stuck with the Acropolis" and other clubs. Since the clubs (plural) are creating alcohol-related nuisance and crime, they will be held accountable and the neighbors can ask that they be reviewed, arrested, restricted or booted out.

The club patrons and the club owners don't live in these neighborhoods, so they have no say. The majority of the cars parked at the clubs have WA state license plates, which proves all the more that this area is becoming a "destination" point for trashy patrons who get drunk & committ alcohol-related crime in the surrounding neighborhoods.

You break the law, your patrons break the law, you don't monitor the nuisance..well, then you will be held accountable for all of it! That is how it goes.

I have enjoyed the comments.
- It's not an issue of Diablo, it is a small group of residents want to close all adult businesses in Sellwood.
- The crime statistics don't support a statistically significant excess of crimes around Sellwood adult businesses. The opponents are simply adding up years of anecdotal reports.
- There are many notorious dive bars in the neighborhood which are not targeted. Unfortunately the Woods, an outstanding venue is closed.
- It's a diverse neighborhood with employment and those people frequent the establishments after work. It is not a bedroom community or Heritage USA.
I simply pointed out that there would be a large amount of money potentially available to address the neighborhood around Diablo and the Acropolis by technical means if you are serious about doing something positive. I don't say that the owner of Diablo is well respected in the adult community, but he has a niche.

Any other bars/restaurants in the neighborhoods are NOT targeted because they are NOT creating alcohol-related crime and nuisance such as these clubs are.

The other bars/restaurants are able to control their patrons and don't let them commit crime near homes once they leave the establishments. That is the difference. Any business who breaks these rules and creates nuisance will be held accountable. It doesn't make a difference whether IMBY can wrap his little head around this fact or not.

If i say jonny makes a poor impression on me, then yes, the issue is with jonny. SOS can stay in their own neighborhood as far as i care. But you know what? Good for the neighborhood for standing up for their space! These types of clubs only attract trashy patrons who stumble to their cars and drive away drunk. Plus, I'm sure the neighborhood would rather have businesses who actually benefit the area.. as in pay their fair share of taxes and don't attract low-lifes. Most everyone knows that the "employees" of these places are not paid fairly nor are they taxed, so they go on welfare which WE all pay for(except them)!

Zukle says that he gives the employees "healthcare and fair wages". Yeah right! Sure, Johnny Zukle, give them healthcare while the rest of us pay their welfare and pay for all the damage and decreased property values due to your "club".

The neighborhood should say no and wat for a more solid, beneficial, reputable business to open up.

Let's get a few things straight. Portland and Oregon in general would have a lot less problems if they simply had red light districts, areas where sex themed clubs could operate without turning local neighborhoods into condom disposal zones, lawns-as-urinals and anemic masturbator hangouts. However the courts here have ruled showing your boobies a "free-speech" right, so good luck getting the clueless liberals who run this state to use common sense when it comes to this issues. The reality is strip bars attract wankers and lowlifes out of proportion to almost any other type of bar. And I like strip bars. Because I am one such person. But unlike the pro-strip-club crowd, I'm not an idiot. I understand most people are trying to raise their children, especially in low-income neighborhoods, without having to see some guy committing adultery with Candy or Raisin or whoever he just met in a bar on the hood of his mid-life crisis convertible, or for that matter, deal with some white boy douchebag wearing his baseball cap backwards setting off with the local black boy gangsta wannabe in the parking lot because neither can hold their liquor, served to them by some cleavage-heavy woman "working her way through paralegal school." C'mon, get real, strippers -- your businesses attract fights, crime and immature men who can't talk about women without calling them "bitches." They're not great places that enhance life. Their relief valves for sexually frustrated males, period, where women basically sucker customers out of money by pretending to like them.

Calendar Update: The OLCC will be meeting to review Casa Diablo license Thursday 6/7/2012 beginning at 9am. Neighbors please attend and make your voices heard and presence felt. OLCC staff provided an incomplete report on the application, omitting critical pieces of information. The neighborhood needs to speak out against Casa Diablo on McLoughlin Ave in Sellwood.
