If the people of Portland can't control their own Police force, then perhaps they need to eliminate it. Running to an even bigger tyrant, that has even more contempt for Common Law and the Bill of Rights is like jumping out of the fire and into the frying pan. Keep the Federal Government the fuck out of Portland, cut the entire budget for the Portland Police Department, and deputize a posse of willing and able citizens, as need be.
