Legalize all drugs, pardon all drug convicts, and expunge their records. Then, look at all the empty cells.

Probation is deliberately structured to set up parolees to fail. There are so many arbitrary and contradictory requirements, that it's impossible for anyone to completely comply. This makes the parolee, subject to coercement, either by the parole officer, the district attorney, or law enforcement. 'Blow me or go back to jail.' 'Be the bait to entrap these crooks who refuse to pay us kickbacks.'

Release ALL inmates doing time for minor non-violent drug offenses. Consider other non-violent convictions. Replace them with violent police officers who've killed, maimed, raped, and other-wised harmed innocent citizens whether on-duty or otherwise! BIG STEP towards good!
