Since bonus per signature is not allowed, why not offer an incentive for group production, in lieu of unionizing?

The fund DOES not collect signatures it is a grassroots effort to raise money for different non-profit groups. Raising a quota is much more challenging than asking for a signature.

The simple truth is that unionization is not helpful for all workers. Low skill workers just don't gain that much leverage by unionizing.
