Will Oregon Lift the Ban on Inclusionary Zoning in 2016?

Homebuilders and landlords are reaping a huge windfall from the extreme increases in housing prices. A program like inclusionary zoning can capture some of that value that our communities are creating and dedicate it to the community's need. It's not controversial anywhere else in the country, and most developers recognize that they won't be significantly hurt by this bill.

Inclusionary zoning is an ineffective tool to provide affordable housing to qualified low-income residents with the added bonus of actively creating a scarcer market for non-qualified residents by restricting the number of market-rate units that get build. In other words, IZ does a poor job of helping a few at the expense of many. I will be contacting my state representatives to dissuade them from passing a new bill and encourage you to do the same.

It's interesting to me that the home builders complain when taxes like inclusionary zoning are aimed at them but they are happy to cash in on tax benefits like the mortgage interest deduction and urban renewal.
